Why do the wealthiest of elected officials always ask YOU for more money? Why can't they pay their own way?

If an incumbent has a net worth of more than $10 million, they are responsible for paying 75% of their campaigning costs and must match individual donations penny-for-penny should they accept them before meeting their quarterly 75% threshold.
